Saddam Hussein never prepared a budget after he came to power in 1979. The Iraqi national budgets for the second half of 2003 and all of 2004 (Iraq budgets on a calendar year) are posted elsewhere on this website. Iraqi ministers participated in the preparation of their ministries’ budgets and now run their ministries within those budgets. To further foster a climate of transparency, the Coalition established and maintains a Program Review Board to examine requests to spend Iraqi funds controlled by the Coalition and make recommendations on expenditures to the Administrator. The minutes of those meetings are also available here.
Program Management Office Documents The Program Management Office is the bureau within the CPA which handles contracts and the transparency of these contracts to the outside world. The following documents are statements regarding various contracts. These statements are available so that funds can be released for the New Iraqi Army and Police Forces.
