Contract Modification:  DISCLOSURE STATEMENT

 

On April 17, 2003, the Department of State awarded a contract to DynCorp International to support Iraq police sector reconstruction.  This solicitation was conducted under rules for limited competition because of the extreme urgency of the need to commence a police training and development program in Iraq so that law and order could be restored.  A new justification for modifying this contract to continue urgently needed Iraqi police training and development programs has been approved under statutory authority that permitted the Department to use other than full and open competition, 10 U.S.C. 2304(c)(2), FAR Part 6.302-1, Unusual and Compelling Urgency.
