policy and approval of the Draft Final Report were the
focus of the sixteenth public meeting of the U.S. Commission
on Ocean Policy held on July 22, 2004. At the meeting,
the Commission unanimously approved its Draft Final Report
and directed staff to prepare the Final Report for delivery
to the President and Congress within the next several

the recommendations and text contained in the Commission’s Preliminary
