Potential Legislative Flexibilities: Model Language and Section-by-Section Explanation

Following is legislative language and explanations of basic provisions for any PBO. Candidates may chose which flexibilities they wish to use; selecting all of them is not necessary. Candidates must follow Title I, which outlines the selection and role of the Chief Operating Officer, and Title VI, which provides for a periodic assessment of the operations of the PBO.

This language has been cleared through the interagency legislative review process and has Administration support. Additional provisions may be added by PBO candidates through their conversion teams, but those additional provisions will have to be cleared separately through the interagency review process.
