Stabilizing the Country

The top priority for Coalition partners is to stabilize Iraq from insurgents and terrorist activities. Activities are underway that provide basic law and order using Coalition forces, defeat internal armed threats, undermine support for paramilitaries and their actions against peace, deter external aggression and subversion, and eliminate munitions caches, unexploded ordinance and excess military equipment.

The Iraqi people are already contributing to the security effort and will ultimately assume full responsibility for meeting the country’s security and defense needs. Significant gains are being made through development and training of Iraqi security forces, including an effective police force, a new Iraqi army, specialized protection forces and a civil defense corps. Similarly, the development of civilian national security oversight mechanisms and infrastructure ensures that the military and paramilitary resources work with respect for the rights of Iraqi citizens and bias towards none.
