Governments, companies and households use budgets for more than projecting revenues and expenditures.  A budget is a fundamental management tool for setting priorities and monitoring performance.

Iraq, for the first time since Saddam took power in 1979, has a formal, national budget.  The 2004 budget was prepared with the input of the Iraqi ministers.  They set the fundamental priorities and must operate their ministries within their budgets.
