While the recommendations sound good for the farmer, why let the companies contract in the first place? It seems to me that the contracting systems goes directly against the intentions of the Federal Tobacco program.

Opening markets, breaking  up the processing monopolies and using production controls seems like a better solution for the farmers and rural America.
