With possible incentives and strengthening of
current FSA regulations to move quota out of the hands of Non Farm Owners and into the the hands of growers will allow production costs to drop. Economic theory of pure free market does not always result in movement of a particular commpdity worldwide. Just look at the corn, wheat, cotton,and soybean producer. Producers should not throw away the price support system.
