Watkins, USN, testified before the U.S. Senate Committee on Commerce, Science and Transportation and the Senate Appropriations Committee on April 22, 2004. His testimony addressed the major recommendations in the Commission’s Preliminary Report. Similar written testimony was given at the U.S. Senate Appropriations Committee hearing.
