I think the crisis that the Northwest was facing, particularly the Puget Sound area, provided an opportunity to reinvent the way the system operated. There was enough of an impetus to say, "We can't operate the way we've been operating. We've got to find a more effective way to structure these programs, for the good of the workers that were impacted."
