Reinvention Is In Fiscal Year 2000 Budget

"Vice President Gore's National Partnership for Reinventing Government, with which we are truly creating a Government that 'works better and costs less,' played a significant role in helping restore accountability to Government, and fiscal responsibility to its operations...we have set out to do more than just cut Government. We set out to make Government work, to create a Government that is more efficient and effective, and to create a Government focussed on its customers, the American people."

--Excerpted from President Clinton's message to the Congress on the Budget of the United States Government, Fiscal Year 2000
