With that, I'd like to again welcome you. I'd like to recognize our first panel of state and local officials who were able to accept our invitation to be here and appear before the Commission this morning. On behalf of the Commission, allow me to say that we very much appreciate your interest in officially commenting on the concerns of the citizens and communities that you represent. As we would begin, I'd like to remind our guests that in appearing before this federal Commission, you are presumed to be under oath.
