CHAIRPERSON JAMES: Joining us today I am pleased to welcome Mr. Alan Foreman, who is Chairman and CEO of the Thoroughbred Horsemen's Association; Mr. Thomas Meeker, President of Churchill Downs; Mr. Kevin Barrett, Associate Professor at Palomar College; Mr. Bernie Horn, Political Director of the National Coalition Against Legalized Gambling; and Mr. Jack Ketterer, Administrator of the Iowa Racing Commission.

I want to thank each of you for coming today, and please be reminded that under the Supplement Rules of this Commission, testimony before the Commission shall be conducted under oath. Speakers, I would encourage you to please watch the timer. You will have eight minutes to summarize your remarks, and the final 20 minutes will be used for questions and discussion among yourselves and the Commissioners.
