The following Funding Requests were considered by the Board for recommendation to the Administrator:
#576—Commander’s Emergency Response Program (CERP) - $160,000,000 – Funds were approved to fund the local Commanders Emergency Response Program to expedite the reconstruction of Iraq.
#575—Amanat Single Cell Landfills - † Funds were approved to protect public health in 5 of the solid waste collection and disposal locations in Baghdad. The improper storage and disposal of MSW in these areas has contaminated the water table with both organic and inorganic contaminates. Many residents in these areas do not have access to piped city water and rely on shallow wells for their respective daily needs, and are at significant risk to water borne diseases such as cholera, typhoid, bacillary dysentery, and viruses such as Hepatitis A and E. Heavy metals such as lead, mercury, chromium, and copper also pose a significant public health risk.
#574—Oil For Food Rerouting - $5, 100,000 – Funds were approved as a reserve contingency funds totaling $2M for the urgent/emergency rerouting of ships carrying OFF commodities to Iraq during the period 1January to 30 June 2004.
#577—Baghdad Stock Exchange (“BSX”) † Funds were approved in order for the BSX to purchase hardware, software and communications equipment to meet the Administrator stated goal of the BSX be re-open for securities trading by December 31, 2003. Funds to be advanced from the 2004 budget.
