Dear Secretary,

The Center for Democracy and Technology requests that the Commission consider Deirdre Mulligan, Staff Counsel, for appointment to the Advisory Committee on Online Access and Security. Ms. Mulligan is responsible for online privacy issues at CDT and would bring expertise in civil liberties, privacy laws and practices, and developing technology to the Committee.

Ms. Mulligan has participated in the Commission's privacy activities, testifying at workshops and submitting comments. Ms. Mulligan has also filed several complaints regarding businesses' privacy practices on the Internet. Ms. Mulligan worked with the Commission staff, Congressional staff, and other members of the advocacy and business community to address children's privacy issues culminating in the Children's Online Privacy Protection Act.

In addition to her policy work, Ms. Mulligan is familiar with technical developments on the Internet and in other interactive media. Through her work with the World Wide Web Consortium, interface with the Internet Engineering Taskforce, and participation in other technical discussions Ms. Mulligan has developed a strong ability to bridge the technical and policy gap. We believe that this particular skill will be useful to the Committee's work.

Ms. Mulligan will be available to attend all necessary meetings. We believe that her participation will further the work of the Committee and the Commission by ensuring that the privacy interests of individuals are represented.
