The tobacco program has proven its value to farms and communities.  The contracts look good on the short run but we must think long term, and find ways to keep our farmers viable during the adjustments in quota.  If Stabilization is successful in moving stock, this will really help stabilize us for 2001 and we can move carefully to make changes for the long term.
