If TERP is introduced in a bill before Congress, President Bush's support
(or lack thereof) will be pivotal.  I realize that he has many ties to P.M.
(who is openly opposed to a buyout) but would like to believe that he will
be in support of such a needed and well thought out proposal.  The Florida
tobacco farmers want this and I'd bet 90% of them (including myself) voted
Bush.  Although there are only 300 or so of us (not counting our families),
I think all would agree that those few votes made a giant difference in the
election.
