I do not believe growers who primarily rent or
lease tobacco quota for production have adequately been represented.
I suggest that the compensation for growers be set
at $6.00 per pound, and that a grower who is also a quota owner
be compensated only as either a grower or quota
owner (whichever he chooses), and not be allowed to "double
dip"
by receiving funds as both.
This should, to some extent, lower the total cost
of a buyout and be more equitable for all types and size growers!
