Currently more than 80 different federal agencies, offices, and programs are involved with regulating tobacco and with tobacco control.  Now the FDA proposes to add to the waste and duplication by entering into tobacco regulation.

Not only is this unnecessary and wasteful, but it will cost even more money than is already being spent.

Surely the FDA, already riddled with problems, to lose its focus even more and to accept an additional work burden for which it is not equipped.
