Your commission report emphatically urges that the FDA regulate tobacco, but makes no mention whatsoever of the Federal agency that currently regulates tobacco: the Bureau of Alcohol, Tobacco, and Firearms. Has your recommendation been coordinated with the BATF? Would some BATF agents be transferred to the BATF? Woud the BATF become the BAF? As a non-user of tobacco, I do not care which agency, if any, regulates tobacco. But as a concerned citizen I strenuously object to the possibility that two agencies might regulate the same thing.
