I support Rep. John Linder's approach, with the following refinement:

The set amount to be refunded to each taxpayer should be limited only
to those earning below a certain level of income (to be determined
annually), thus limiting the refund to only the lower level income
taxpayers; and conversely excluding the higher income level taxpayers
from the refund process.

The objective of the refinement is to provide a greater refund to lower
income level taxpayers (by eliminating the higher income level
taxpayers from the refund process).

Each taxpayer would file an estimated refund claim each month or
quarter (to be determined by Congress). The higher income level
taxpayers might be tempted to file fraudulent estimated refund claims,
however, the Congress may impose sever penalties on fraudulent claims,
thus, making it unlikely for well-off individuals to file fraudulent
refund claims.
