Comment: I strongly urge the panel to recommend dumping the existing U. S. Tax Code in its entirety and inplementation of a flat tax plan where everyone pays the same percentage regardless of income EXCEPT that persons whose only income is from Social Security benefits and military or employer pension income should not only be EXEMPT from taxation, they should also NOT be required to file an annual tax form. There should be NO DEDUCTIONS and NO WRITE-OFFS for ANY REASON, not even for mortgages or charity or catastrophic losses. ANNUAL TAX FILING REQUIREMENTS SHOULD BE SIMPLE ENOUGH TO BE DONE ON A POST CARD.
