Comment: To the extent that the report produced by the Panel might argue for some fairly significant changes in the tax system, it is certain to raise the ire of some/many interest groups. This makes the enactment of any such changes more difficult, particularly with no current members of Congress on the Panel to champion its cause going forward. Does the panel interpret its role as presenting the President with options that have some realistic chance of implementation or is the preference to offer more intellectually pleasing options that would presumably have a lower chance of implementation?
