Subject: Tax Reform

Comment: I feel Federal taxes should be based on the cost of living in different areas of the US along with how much paid and how much earned along with any other tax credits. In the different areas of the US, the cost of living is different. Also, the money received back from recycling is never the same as the CRV first paid in the store. I understand for persons you do this as a business but not for individual (which do not have a business license or go around picking up everyone elses recycling--even still the CRV was still first paid out in the supermarket or where purchased). Here is a big suggestion: Make the information and instructions clear enough for a sixth grader to understand--currently it reads for a Techno geek or a certified public accountant which most are not.
