Subject: Tax reform proposal

Comment: A national sales tax is the best alternative to our complex income tax system. While a flat tax sounds appealing, it still suffers from 2 major flaws. The first is that we still need to define income. A great portion of our current tax code complexity comes from defining income. Contrast this to the much simpler tax codes at the state level for sales tax. The second flaw is that while elimination of all deductions may be achieved initially, it's only a matter of time before they creep back in. Many of the deductions that Reagan's tax reform eliminated have since crept back into the system. Under a flat tax reform, the same will happen again.
