Comment: Dear Commission,

If you can not track the income, you should not be taxing it. We need to go to a Consumption Tax whereby everyone will need to pay their fair share. To make it fair, it has to be across the board. Anyone trading in the USA from businesses, to government agencies, to foreign vacationers, right down to panhandlers. If you can afford to spend $ 1.00, then tax it. If you can afford to spend $ 1 billion, tax it the same. There can be no loopholes. It needs to be plain and simple. It also needs to catch ever dollar that changes hands in the USA. Some people will always cheat when they make a buck but they will have to spend it. Let McDonald's and Wal-Mart collect the taxes.

I have no problem in paying my taxes. I just want everyone else to pay theirs. I contend that if everyone paid their fair share, the middle class tax burden would reduce by at least 10%.
