Subject: tax, budget, debt

Comment: To avoid building up huge national debt we need a system to pay for unexpected, outside of budget expenses,



We need to “mortgage the debt” over a specified period of time

As well as trim expenditures when the cost is severe.



Payments for this “mortgaged debt” would be a surtax on

Whatever one pays with currents rates and rules

This surtax would be canceled when the debt has been paid



Examples of such debt are a war or disasters

Currently some of the “mortgages” we would have are for Afghanistan, Iraq, probably Bosnia and last year’s hurricanes.



Government or taxation that is not transparent is not democratic

We need to be aware of how this nation is spending our tax dollars

Or how much it is borrowing



Currently we have an expensive war for which no one is paying

With the exception of our soldiers
