Subject: Thuggery... Comment: I very much resent the IRS being able to REPEATEDLY get away with harassing and extortion tactics that would land an ordinary citizen in the pokey! I, for example, have TWICE been subjected to a illicit technique in over a decade which goes something like this: The IRS threatens you, accuses you or refuses to send your your justly due refund-- all without ultimate cause of course-- and they demand that you supply them with some documentation in order to get off the hook. So the taxpayer complies. And complies and complies and complies and complies over and over but TO NO AVAIL! The IRS simply IGNORES EVERYTHING HE SENDS IN and continues to castigate him for failing or refusing to supply the requisite documentation! (Right now, I've been going through this selfsame TORMENT since 2001!) Even registered letters and in personam, hand-deliveries don't work! It's incredible but it is TOO COINCIDENTAL and characteristic of far too many regional offices to NOT be part and parcel of the official training regimen inculcated by the IRS for all their auditors and analysts! Last time, I had to get CONGRESSIONAL INTERVENTION to stop this abusive cycle-- and I finally got my well-deserved Refund, vastly inflated by interest. This line of instruction and prosecutorial tactic needs to be EXPUNGED from the IRS arsenal at once! Please set about reforming accordingly. In the alternative, or in addition to such expungement, you should consider providing a STATUTORY CAUSE OF ACTION to each citizen who prevails against the IRS after having survived this particular form of torture. Nothing like a Bivens-type lawsuit against an arrogant agent in his personal and official capacities to put a little JUSTICE and much-needed RESTRAINT into the tax system!
