Comment: Sorry I'm late with this, but I just read about your Panel.

First, I think it is important to separate tax reform from low-income assistance.

Second, think of the Country as a pool of goods and services with the people using the most goods and services paying the most tax and those using the least goods and services paying the least in tax.

Accordingly, the most equitable solution is also the simplest. Eliminate all forms of taxation in favor of a retail sales tax. The rate may vary, say 1% on a primary residence and food and 10% on all other itmes, including services.

Separately, for those who have incomes below the poverty level, they would get a monthly subsidy.

The strength of this method is its indisputable fairness and simplicity.
