Comment: Dear People, I am aware of people from this area that do not pay income tax, and feel sure that there are other areas that have the same. For this reason I would suggest a consumer tax, everyone, legal or illegal would pay. The retail business would do the paper work and in return a percent would be allowed for their time. This in turn would allow the present system to do away with personnel and property keeping only what was needed, cutting expenese that in it self must be costly.
