Subject: Tax Simplification

Comment: My colleagues of the Partnership for New York City, Inc. and I very much appreciate the willingness of Senator Mack to talk to us yesterday about tax reform issues that are of concern to New Yorkers.
On a personal note, I was pleased to hear that the Panel is concerned with the complexity of our tax laws. I am enclosing for your consideration and files a statement that I delivered to the Finance Committee of the United States Senate in 1976 on behalf of the Tax Section of the New York State Bar Association urging that the tax laws be simplified. Unfortunately, my message was not heeded and the Internal Revenue Code today is much longer and more complex than it was then (although, in fairness, I should point out that the sentence referred to in my testimony that lasts as long as the Gettysburg Address was finally repealed a few years ago).
I urge you to focus on tax simplification as you deliberate.
