Under the Fair Tax plan submitted under H.R. 25/S. 25, the consumption tax if enacted would not require any filing of forms by individuals and completely simplifies the tax system making it much easier and much less expensive to enforce without withholding payroll. Furthermore, the 16th amendment is repealed and each individual is exempted from the amount of tax used for purchasing basic necessities by issuing a monthly rebate based on the poverty level (published by the Department of Health and Human Services) to each family or individual.
