Comment: Only a Flat Tax System is fair:

1. The only fair tax system, which is manageable is a uniform, single rate
flat tax system at a rate between 13% and 17%, or all earnied income with no
deductions.

2. The revised tax system should exclude taxation of investment returns, or
at least eliminate double taxation of dividends.

3. Any new tax system should require everyone (rich and poor) to pay some
level of taxes - to sensitize every voter to taxes, and to require that
every voter have a "stake" in our political system. A minimum tax levied on
every voter, should not be able to be repealed.

4. Any new tax system should prohibit any type of "unearned tax credit"
payments to anyone. Such welfare payments must be eliminated - the new tax
system must reward and encourage work, and must discourage welfare.

Any Consumption Tax System is Unfair and Must Be Avoided.

5. Any type of consumption tax, sales tax, or value added tax is unfair,
because it allows double taxation of income -unless you provide a tax credit
for anyone who makes purchases from saved funds, which have already been
taxed under the income tax system. A consumption tax system would unfairly
tax such saved funds twice - once when funds were initially earned, under
the income tax system, and a second time when the funds are spent, or
consumed.
