Subject: Tax Compliance and Enforcement

Comment: I beleive the legal Tax Administration for the U.S. Internal Revenue Code should be conducted by a small and more elite IRS function. The IRS should consist only of Special and Revenue Agents in addition to Tax Compliance Officers. The various other support functions, such as, collection, taxpayer assistance, and forms and processing systems should be move into Treasurer's Fiscal Management Services (FMS). The FMS function was reduced when a large part of it was reallocated to DHS. Consequently, there is room available within FMS for the taxpayers accounting systems etc.

The U.S. Internal Revenue Service should be re-established as the government's Compliance and Enforement arm with 95% of the work done via telecomuting.
