Of the previously submitted comprehensive proposals, I would strongly support that of the Cato Institute. The lack of credits and deductions, including that for home ownership and charitable contributions would stop distorting the economic structure of the country, and greatly simplify taxes. I would be flexible on the tax rates and break points proposed by the Cato Institute, since I do not have the means to adequately project government revenue under this or other proposals.
