Comment: The tax code not only is intended to raise revenue, but can also be used as a tool to promote the general welfare, as is the defined function of the government, per the constitution. Corporate taxes should be reduced in ways that will promote employment. A VAT is refundable on exports, according to international trade rules, so should be considered. If the society wants to promote charities and home ownership, these should be deductible. Under terms of general welfare, a progressive tax may be helpful overall, as top earners benefit from our economic system more than others, and can pay a larger share of their high income.
Simply stated, the tax system should be used as a tool to promote societal goals.
