Comment: Individual proposal regarding change in capital gains rules for investments.

Just as one can defer capital gains when selling a home if a repurchase is
made within one year, I believe we should be able to defer capital gains on
investments if a repurchase is made within one month (or some other time
frame). Capital gains tax would only be paid when you withdraw funds for
personal use.

What would this accomplish?
* Make for more efficient markets
* Reduce the pressure to lower taxes on capital gains
* Treat capital investments the same as investment in a home
* Reduce pressure to index capital gains as they should be
* Other benefits of which I'm not aware

Thank you for considering my proposal.
