Subject: revenue neutral Comment: The reform of our tax system is the substituttion of an altermate system of financing the government. While many plans can do this, I believe that it is most important to choose the plan that will be the most "fair", both in real terms and in percieved terms. It must adress the biggest possible universe of payers who benefit from our government, not just those who take home a paycheck from a USA employer.
