Comment: In a fair and balance system, taxes should be based on the amount of money spent by consumers on purchases. Every purchase (excluding food items except dining out) including automotive and housing should carry a federal percent rate. It may only be .05% rate, the panel would have more information on the monies spent by consumers to confirm a rate, this would balance the tax burden to the people who could afford paying there fair share of the tax. There should never be a tax system (our current system) that allows refunds that allow people to ever get monies back beyond what has been paid in.
