By Executive Order No. 13038, President Clinton established the Advisory Committee on Public Interest Obligations of Digital Television Broadcasters (PIAC). The Committee studied and recommended the public interest responsibilities that should accompany the broadcasters' receipt of digital television licenses. NTIA serves as the Secretariat for the Advisory Committee.

The committee's report was released on December 18, 1998. View the report, in PDF format (2.2 MB). (You will need Adobe Acrobat Reader to view this file.) An HTML version of the report formatted by the Benton Foundation is available for those who cannot view the PDF version.

The President selected 22 members from the broadcasting industry, public interest community, computer industry, academia, and labor community. Members are appointed for the duration of the Committee, which will present its report to Vice President Gore on October 1, 1998 and terminate on or before October 31, 1998, unless renewed by Executive Order.
