PRESIDENT CLINTON
NAMES JANICE R. LACHANCE
AS CHAIR AND MEMBER OF THE NATIONAL PARTNERSHIP COUNCIL

The President today announced his intent to appoint Janice R. Lachance to serve as Chair and Member of the National Partnership Council.

Janice R. Lachance, of Biddeford, Maine, was sworn in as Director of the Office of Personnel Management (OPM) on December 10, 1997. She was previously Deputy Director, where she was the Chief Operating Officer of an agency of 3,700 employees with an operating budget of $376 million. Ms. Lachance has 17 years of professional experience with Federal agencies, the U.S. Congress and national labor organizations. Joining OPM in 1993 as Director of Communications, she served as the agency's Director of Communications and Policy from 1994-1996, and as its Chief of Staff from March 1996 to July 1997. Prior to coming to OPM, Ms. Lachance was Director of Communications and Political Affairs for the American Federation of Government Employees, AFL-CIO, where she directed the political, media, and public affairs programs for the nation's largest federal employee union. On Capitol Hill, she has held positions as Communications Director for then Representative Tom Daschle (D-SD) and Administrative Assistant for Representative Katie Hall (D-IN). Ms. Lachance also served as Staff Director and Counsel for the House of Representatives Small Business Subcommittee on Antitrust and Restraint of Trade.

Ms. Lachance received a B.A. degree from Manhattanville College in Purchase, New York, and a J.D. degree from the Tulane University School of Law in New Orleans, Louisiana.

The National Partnership Council, established in 1993, advises the President on matters involving labor-management relations in the executive branch and in promoting labor-management partnerships to deliver the highest quality services to the American people. It is comprised of thirteen members who serve two year terms. By Executive Order 12871 of October 1, 1993, the Director of the Office of Personnel Management is a member of the National Partnership Council, and the President designates the Chair from among the members.
