INTERNET PANEL I
CHAIRMAN JAMES: At this time I'd like to introduce our first Internet panelist who will be discussing the implications of prohibition versus regulation.
As I've mentioned to our previous panelists, under the supplemental rules of the Commission, testimony before the Commission should be presumed -- we do presume to be under oath. Mr. Alan Kesner, who is an Assistant Attorney General in Wisconsin; Mr. Dale Youngs is Assistant Attorney General from Missouri; Ms. Sue Schneider is the president of the Interactive Gaming Council and editor of Rolling Good Times On Line, a website dedicated to Internet gaming news; and also with us is Mr. Tom Bell. Mr. Bell will be joining us momentarily. He is the Director of Communications and Technology Studies at the Cato Institute. Welcome, and we'll begin with Mr. Kesner. Thank you.
