Program Assistance or Functional Assistance: Responds to temporary or permanent loss of supplies due to natural (I.e. drought) or manmade causes, including emergency management and risk assessment. Emergency response activities vary, but typically include one or more triggers based on ground or surface water levels, rainfall, etc, and various response activities which can include water use restrictions, reduced pumping, etc.
