Pennsylvania State Drought Programs Program Title: Drought Monitoring Task Force (ad hoc) Function: Mitigation, Response, Monitoring and Prediction, Communication Program Assistance or Functional Assistance: Monitors drought conditions and informs state officials and the public. Three levels of drought: watch, warning, emergency. In PA, water restrictions are in state regulations and therefore do not require an executive order.
