Ohio State Drought Programs Program Title: Ohio Drought Response Plan Function: Response, Planning Program Assistance or Functional Assistance: The purpose of this plan is to set forth administrative requirements necessary for the State and political subdivisions to participate in the Grant-In-Aid Programs for the Federal Emergency Management Agency (FEMA). The Ohio Emergency Management Agency is designated as the state agency responsible to plan, organize and maintain emergency management adequate to the needs of the state. This Ohio Administrative Plan supersedes previous versions and all previous Disaster Service Agency memoranda.
