The handbook emphasizes the need for local communities and officials to develop a program to deal with a drought or other water shortage. A system's water supply plan is an assessment of water needs through the year 2020 and the ability to meet those needs. Plans must be adopted by the local governing board and submitted to the Division of Water Resources. They update the plans every five years, or more frequently as information changes. The State plan identifies systems and regions with an inadequate water supply and susceptible to drought. The water supply plan emphasizes the efficient use of water always, along with special plans for reducing water demand during a drought. The EMC will make recommendations for restricting and conserving the use of water or increasing the water supply. Failure to reasonably follow such recommendations could make the unit of local government ineligible to receive any emergency diversion of waters. Upon request from a unit of local government with a water supply shortage, the EMC may request the Governor to declare a water emergency allowing diversion of water to troubled systems. The authorization to divert water has requirements for conservation and use of the diverted water.
