Program Title: Emergency Services

Function: Mitigation, Response, Communication, Monitoring and Prediction, Planning

Program Assistance or Functional Assistance: The Emergency Services Act establishes the Governor's Office of Emergency Services; provides for the evaluation of hazards and preparation of emergency plans to deal with a wide range of disaster events including drought, and provides for emergency powers at the local and state levels to respond to disasters posing threats to life and property. California Office of Emergency Services (OES) monitors situations which may evolve into disaster situations and participates on the state drought task force together with the California Department of Water Resources and other state agencies.

Includes changes from customer or "provider" perspective: Unmet needs may be identified best during actual drought conditions due to the nature of drought emergencies, constantly changing legislation, and the status of various drought programs during drought conditions.

Program Limitations: OES funding generally does not provide direct assistance but monitors and coordinates activities of other federal, state, and local agencies to ensure coordinated and balanced response to disasters including drought conditions.

California State Drought Programs

Program Title: Natural Disaster Assistance Act (NDAA)

Function: Response, Recovery

Program Assistance or Functional Assistance: Program is the State's version of the Stafford Act, providing public assistance to local agencies. State may authorize a variety of options based on state needs.

Statute or Authority: CA Gov't code sections 8680-8692

Agencies (primary agency listed first): CA OES administers the program.

Customers Served: California counties, cities and special districts in declared disaster areas

Triggering Event or Circumstance-How does this program relate to drought? Natural disaster emergencies which pose an extreme peril to life and property. Must have a Local Emergency declared with OES Director's concurrence, or a Governor's proclamation of a State of Emergency for program eligibility.

Unmet Needs at federal, state, local and tribal levels. Includes changes from customer or "provider" perspective: Does not provide for mitigation actions

Program Limitations: Program funds 75% of eligible work with 25% local cost-share.

California State Drought Programs

Program Title: Mutual Aid

Function: Response

Program Assistance or Functional Assistance: Provides for the interchange of services and facilities to cope with the problems of rescue, relief, evacuation, rehabilitation and reconstruction which would arise in the event of a disaster.

Statute or Authority: CA Gov't code sections 177 and 8615-8619

Agencies (primary agency listed first): Assistance may be made available by governmental agencies of the State of California and its political subdivisions.

Customers Served: Other signatories of the California Disaster and Civil Defense Master Mutual Aid Agreement and the Interstate Civil Defense and Disaster Compact

Triggering Event or Circumstance-How does this program relate to drought? Emergencies which pose a peril to life and property

Unmet Needs at federal, state, local and tribal levels. Includes changes from customer or "provider" perspective: Available services during a drought might be limited in the affected area.

Program Limitations: Amount of resources available for mutual aid varies depending on emergency conditions throughout the state.
