Re: Advisory Committee on Online Access and Security -- Nomination, P004807

I am writing to nominate myself for membership to the Federal Trade Commission's (FTC) Advisory Committee on Online Access and Security in my capacity as Legislative Counsel for Consumers Union.

Since its inception Consumers Union, the not-for-profit publisher of Consumer Reports magazine, has advocated for consumers' well being. The "online" environment presents some of the same, as well as new, challenges. Consumers Union is actively involved in participating in various agency efforts to protect consumers in the world of electronic commerce, including participating in several FTC workshops on relevant issues. Consumers Union continues to play a role in emerging issues related to increased use of the Internet, including the areas of on-line banking, electronic signatures, and the OECD policy on consumer protections.

Most recently, Consumers Union helped to raise the issue of financial privacy during the debate on the financial modernization bill. Access to information and the security of that information were important in that context and are important to consumers in general.

I believe my participation in these efforts qualify me to serve on the Advisory Committee.

Should you have any questions, please feel free to contact me at 202-462-6262.

Thank you for your consideration.

Sincerely,
Frank C. Torres, III
Legislative Counsel
