Dear Secretary:

I am writing to support the nomination of Greg Miller for appointment to the Federal Trade Commission's Advisory Committee on Online Access & Security. Mr. Miller understands the time commitments and parameters for participation and will be an asset to the work of the Committee. Mr. Miller is an integral member of the senior management team for MedicaLogic, Inc., a leading Internet software firm providing electronic medical records products and services. (For over a decade, MedicaLogic has been in the business of building and maintaining patient medical records for hospitals and clinics in the ambulatory setting.)

I work with Mr. Miller and the senior management team at MedicaLogic on public policy matters as a consultant. From a very early stage MedicaLogic has recognized the importance of understanding and addressing regulatory and policy matters like privacy as its business model connects the patient care industry with the Internet. My experience with the Federal Trade Commission's work on privacy spans back through most of the FTC's meetings and events since the very first workshop in 1995. As a participant in many of the FTC's activities in this area I can confidently say that Mr. Miller would add value to this Committee. Prior to joining EMusic.com, Inc., my current employer, I worked at Netscape Communications Corporation with Mr. Miller on Internet security issues. And as a consultant to MedicaLogic I believe their understanding of security for protecting privacy and data is second to none. Their business and its new model of patient health care service depends upon privacy and security and the enabling of online patient access to their own medical data.

Thank you for your consideration of Mr. Miller's nomination.

Sincerely,

/s/

Peter F. Harter
