Subject: Nomination to the Advisory Committee

Ladies and Gentlemen:

I am Sr. VP and General Counsel for SCANA Corp. and its affiliates. This e-mail is my nomination of Mrs. Eleanor B. Kellett, Esq. for consideration for inclusion on the Advisory Committee on Online Access and Security. Eleanor is especially qualified to participate on this Committee. She completed law school and admission to the South Carolina Bar this year and is employed by SCANA Corp. Her immediate duties center on developing policies and procedures for contracting by this Company on matters of computer software and hardware and on issues involving intellectual property.

Before returning to law school to pursue a change in direction of her career, Mrs. Kellett was well along on a career path in the management of data processing and information systems. Her experience includes commercial banking, public utilities and state agencies. Her last position before entering law school was Director of Data Processing for the South Carolina Department of Health and Human Services.

Mrs. Kellett is personally interested and motivated to work on the issues that will be before the Advisory Committee. In addition to her duties with this Company, she is currently serving on the Subcommittee on E-Commerce for the Information Resources Council of the Office of the Governor of South Carolina and on the ad hoc task force on privacy of the Cyber Law Committee of the Business Law Section of the ABA.

SCANA Corp. is a public utility holding company. The principle subsidiary is South Carolina Electric & Gas Company, which is an integrated electric and natural gas distribution utility operating in South Carolina. Additional subsidiaries include South Carolina Pipeline Corporation, an intrastate natural gas pipeline, SCANA Communications, Inc., a telecommunications enterprise operating fiber optic facilities and an 800 mHz radio system, and SCANA Energy Marketing, Inc., an energy marketing company actively marketing natural gas at wholesale and retail in selected "deregulated" markets and electric energy in wholesale markets. The Company expects to close the acquisition of Public Service of North Carolina in February of this year. Upon the closing of that acquisition, SCANA Corp. will become registered under the Public Utility Holding Company Act of 1935.

The Company is willing to support Mrs. Kellett's participation on the Advisory Committee. There is no hidden agenda on the part of the Company. The continuing development of information technology and the restructuring of the telecommunication and energy industries force SCANA into the issues of law and policy regarding privacy, security and access. It is important to this Company that reasonable, practicable, clear and equitable regulations are developed. The potential for conflicting regulation from the competing perspectives of personal privacy, fair trade practices and antitrust, economic regulation of utilities and various "codes of affiliate conduct" create a significant business risk to SCANA Corp.
